We are seeking a Financial Analyst (SPPS-IV) – Oil Directorate for our prestigious client Ministry of Energy – Petroleum Division based in Islamabad.
To provide financial analysis and commercial advisory services for refining, distribution, and marketing projects in Pakistan’s downstream oil sector. The role supports evidence-based policy development, pricing reforms, and investment decisions by evaluating financial models, market dynamics, and risk profiles of oil sector initiatives.
Responsibilities
- Conduct comprehensive financial evaluations of refinery modernization projects, new refining capacity investments, oil marketing operations, and supply chain infrastructure proposals.
- Develop and analyze financial models, including cash flow analysis, return on investment (ROI), net present value (NPV), internal rate of return (IRR), and sensitivity analysis, to assess the commercial viability of projects in the oil refining and distribution segments.
- Evaluate proposed pricing structures for petroleum products, including regulated and deregulated market scenarios, and advise on their fiscal and economic implications.
- Analyze cost structures, margin calculations, and profitability benchmarks for refining, oil marketing companies (OMCs), and storage and transportation segments.
- Provide financial due diligence on public-private partnerships (PPPs), foreign direct investment (FDI) proposals, and tariff models related to downstream petroleum infrastructure.
- Support the design of fuel pricing policies, subsidies, taxation frameworks, and strategic stock management strategies from a financial perspective.
- Prepare financial impact assessments of regulatory changes, environmental standards (e.g., Euro-V fuel adoption), and global oil price fluctuations on the domestic sector.
- Contribute to sector-wide financial planning, revenue forecasting, and investment promotion strategies to ensure long-term sustainability and supply security.
- Engage with private sector investors, financial institutions, and development partners to facilitate financing for downstream projects.
- Develop and present financial reports, policy briefs, and presentations for senior government leadership, regulators, and inter-ministerial committees.
Qualifications
- Bachelor’s or Master’s degree in Finance, Accounting, Economics, or Business Administration.
- Minimum 3-5 years of experience in financial modeling, investment analysis, or project finance, preferably in the oil & gas sector.
- Proficiency in financial software (Excel, Power BI, SAP).
- Experience with economic feasibility analysis, risk assessment, and PPP financial structures.
