The WGSS Facilitator will plan and implement regular activities within a Women and Girls Safe Space (WGSS). The WGSS Facilitator will act in service to diverse groups of women and girls within a community and will ensure that the WGSS is a safe and welcoming hub for empowerment opportunities and services.

- Coordinate with GBV Casework Supervisors/GBV Caseworkers to ensure safe and effective integration of GBV case management services into WGSS, as relevant.
- Respond with compassion and discretion to anyone who discloses GBV or need for individual support; ensure appropriate service referrals.
- Work with HR to recruit and supervise trainers, facilitators, WGSS support staff, outreach staff, where relevant
- Train and support staff, volunteers, WGSS members contributing to leadership of activities, where relevant
- Ensure, as possible, that staff/volunteers/members leading WGSS activities represent the diversity of women and girls in community.
- Develop support strategies for GBV staff/partners/volunteers, foster teambuilding, and support principles of self-care.
- Conduct group discussions to understand needs, interests, and preferences of women and girls.
- Seek and analyse WGSS member and community feedback and adapt activities accordingly.
- Track data on WGSS participation, including appropriate security of any personally identifiable information.
- Monitor and document prevention and risk mitigation program activities.
- Contribute to internal and external reports.
- Coordinate regularly with WGSS Supervisor/ GBV Deputy Manager/Manager/Coordinator and participate, as required, in broader team meetings.

Manage and coordinate the development of IOM Protection activities with a view of ensuring centrality of protection in line with IOM policies and procedures applying and upholding standards in protection approaches and programming to ensure the rights and dignity of all persons and the reduction of protection risks, including resource mobilization and development, monitoring and reporting of all projects and components under the Protection Programme portfolio.
2. Strengthen and develop the CO’s capacity to deliver protection support and core protection activities including, but not limited to, protection assessments, protection monitoring and advocacy, general protection case management.
3. Monitor, supervise, train, coach and oversee the work of the Protection Unit’s staff and closely coordinate with respective project Managers responsible for the implementation and monitoring of programme activities of IOM’s emergency and recovery response, to ensure consolidation and a harmonized response across thematic and geographical areas of intervention, as well as IOM procedural standards and policies.
4. Manage protection related projects, activities and budgets, ensure appropriate selection of Implementing Partners (IPs), monitor IPs activities and agreements, provide technical guidance and capacity building and oversee accountable delivery of protection activities and services.
5. Analyze context and dynamics, assess opportunities and capacity for cooperation with national authorities, including local governments and civil society organizations (CSOs) and develop a strategy for engagement on protection and assistance areas.
6. In coordination with the Senior Programme Coordinator (EPC), represent Protection activities of Pakistan CO at relevant meetings and coordinate with national and international humanitarian assistance authorities, agencies and organizations regarding the planning and implementation of activities.
7. Mentor and support staff in their professional development. Regularly monitor staffing needs and participate to the recruitment of unit’s staff as required. Support capacity building efforts among field-based staff on both IOM protection modus operandi and internal guidelines, protection mainstreaming standards and practices, as well as international protection standards.
8. Undertake duty travel, as required and in line with prevailing security restrictions, related to programme implementation and oversight, staff training, and liaison with Field Offices of Pakistan CO and programme partners, to coordinate, develop and support programme implementation.
9. Coordinate with and provide technical expertise and Pakistan lesson learnt to IOM’s Protection Regional Thematic Specialists (RTS) and Headquarters relevant units to strengthen and harmonize IOM’s protection global work.
10. Perform such other duties as may be assigned.
Required Qualifications
Required Qualifications and Experience
Education
- Master’s degree in Political or Social Sciences, Business Administration, Migration Studies, International Relations, Law or a related field from an accredited academic institution with five years of relevant professional experience; or
- University degree in the above fields with seven years of relevant professional experience.
Experience
- Experience in the field of migration, internally displaced person (IDP) and refugee assistance and protection
- Demonstrated experience and expertise directly implementing and coordinating specialized protection programming in General protection, Child Protection, Prevention and Response to GBV, and/or Counter-trafficking through case management, individual protection assistance, community-based protection.
- Demonstrated experience working with other sectors and partners in implementing, measuring and providing trainings on protection mainstreaming;
- Experience and expertise in Protection information management, more specifically in protection analysis, protection monitoring or results-based protection is an asset;
- Experience with cash-based intervention in humanitarian settings;
- Experience in emergency operations and liaison with other UN and non-UN humanitarian actors; and,
- Working experience in Pakistan or the region is an asset.
Skills
- Understanding of complex social-political environments;
- Knowledge of Global standards on Protection, GBV and Child protection, including for Unaccompanied and Separated Children (Best Interest Procedure), as well as on Counter-trafficking, Protection Mainstreaming and Protection Information Management
- Knowledge of the Afghan crisis and regional dynamics and the impact on the affected population in Pakistan;
- Knowledge of the humanitarian architecture, especially in relation to protection (focus on forced displacement, child protection, gender-based violence, identity documentation, etc);
- Knowledge of the project management cycle;
- Works effectively with local authorities, stakeholders, beneficiaries, and the broader community to advance the CO or regional objectives;
- Excellent report writing skills, as well as managerial & organizational skills; and,
- Advanced level of computer literacy.
Languages
IOM’s official languages are English, French, and Spanish.
For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, Russian, French and Spanish), Urdu and/or other local languages is an advantage.
