The Expert will be required for 6 months to assist NEECA in implementing the various provisions of NEECA Act 2016 with support from Junior Legal Expert. The Senior Legal advisor will be available full-time and someone who has extensive experience of policy formulation for energy sector and have worked previously with ministry on similar assignments. Another Senior Advisor will be engaged on intermittent basis to assist NEECA in formulation and implementation of institutional by-laws and regulations related to energy efficiency regime i.e. standardization and laboratory testing in the form of MEPs, labeling, certification and energy audits as per the intentions of the NEECA Act.
Responsibility
- will coordinate all the activities related to formulation and implementation of institutional by-laws and regulations related to energy efficiency regime i.e. standardization and laboratory testing in the form of MEPs, labeling, certification and energy audits as per the intentions of the NEECA Act;
- Legal department in coordination with World Bank will work for the establishment of Energy Efficiency Tribunals and present the NEECA’s legal status on various matters related to energy efficiency and conservation in these tribunals;
- To develop coordination mechanism with Provincial Governments for the formulation of Provincial Designated Agencies and their alignment as per the provisions of the NEECA Act;
- To formulate regulations for the direction, coordination, renewal, and termination of the services of energy efficiency auditors, energy efficiency inspectors by virtue of Section 7 (x)(iii), of the NEECA Act;
- To develop rules and regulations for energy efficiency surcharge and formulate mechanisms for NEECA’s Revolving Loan Fund/ Re-Investment so as to generate its own resources;
- The legal department will develop rules and regulations for Para-legal activities to train advocates on legal and technical issues related to energy conservation particularly after the formulation of energy efficiency tribunals, and to create awareness among the manufacturers, factories, traders, retailers, and the civil society organizations and domestic consumers of energy.
The legal unit will recommend the legal mechanism to establish the Provincial/Regional Designated Agencies and also Energy Efficiency Tribunals.
Education
- Bachelor’s degree in Law (LLB) from a reputed University recognized by HEC.
- NEECA Secretariat Islamabad.
At least 8-10 years’ experience of which minimum 4 years in energy sector/ministry
