Background and context about the project:
Muslim Hands, in partnership with the British Council and funded by FCDO, is implementing a comprehensive education program under the ILMPACT.
ILMpact is FCDO-funded programme led by the British Council in Pakistan aimed at strengthening inclusive provincial education systems in Pakistan, focusing on providing quality education in Khyber Pakhtunkhwa (Khyber, Mohmand, Sawabi, DI Khan, Manshera, Battagram, Buner, Shangla) and Punjab (Lahore, Kauser, Khanewal, Bahawalnagar, Vehari, Bhawalpur, Rahimyarkhan) targeting girls and marginalised children. The programme will support at least 16000 most vulnerable children & adolescents aged 5–16 in seven districts of KP and eight districts of Punjab.
Capacity Building programme of school Leaders (Head teachers) is one of the most important components of ILMpact programme. The programme will ensure that head teachers are fully equipped to support implementation of ILMpact programme in their schools. Head teachers will ensure implementation of ECE/Katchi, Remedial Learning programme (Teaching at the right Level, Dual language and Home-based Learning component), Catch Up programme, SMC/PTC strengthening, STEAM clubs, Girls Clubs, Disability and Inclusion and Safeguarding in alignment with ILMpact programme. Training programme will ensure that Head teachers have the deep understanding of ILMpact programme and be empowered as school leaders to drive improvement through strong mentoring, effective teaching and learning practices, and successful implementation of the ILMpact programme.
About the role of the School Leadership Expert
The School Leadership Expert will be required to Design and deliver capacity building programme for School leaders (Head teachers) in alignment with ILMpact programme components including Instructional Leadership—such as mentorship, teaching and learning practices, and the Teaching at the Right Level (TaRL) approach, safeguarding & Inclusion in for 15 districts of KP and Punjab.
ILMpact programme aims to have four School Leadership Expert(two for KP and two for Punjab) to work under guidance of ILMpact team, The School Leadership Expert will be required to develop and deliver seven-day training for the Master Trainers of government and Downstream Partners (DSPs) in KP and Punjab, monitor and evaluate the training effectiveness using pre and post assessment and feedback and post-training support for knowledge transfer and sustained improvement. The School Leadership Expert will also undertake mentoring visits to support DSPs and head teachers in 15 districts to ensure quality delivery of the component.
This is an excellent opportunity to develop both professionally and personally and to pass on your knowledge, experience and skills to others. The work is challenging, requiring frequent travel around Punjab, KPK. The School Leadership Expert will need to be resourceful, flexible and able to work with multiple programme stakeholders including Department of Education, consortium and downstream partners, head teachers/teachers. The School Leadership Expert will need to be self-motivate and ready to take the initiative when required. School Leadership Expert also need to be proficient digitally as they will also engage with multiple stakeholders in both online and physical spaces.
Deliverables: Outcomes and outputs
The role of the School Leadership Expert may include (but not limited to) the following:
- Adapt and finalize content for school leadership component in alignment with ILMpact scope.
- Design and deliver Training of Master Trainers around School leadership programme in alignment with ILMpact scope —such as mentorship for effective implementation of ILMpact programme in schools, teaching and learning practices, and the Teaching at the Right Level (TaRL) approach, safeguarding & Inclusion - KP and Punjab-(7 days each) (August 25- Feb 26)
- Develop Liaison with Punjab Education Curriculum Training and Assessment Authority (PECTTA) in Punjab, Directorate of Curriculum and Teacher Education (DCTE) and Directorate of Professional Development (DPD)Khyber Pakhtunkhwa to endorse and formal approval of training manual/ material
- All materials, trainigs and documents are developed to agreed format and layout which meet ILMpact standards and are supported by clear learner notes. Materials templates are developed and content standards (e.g. on number of pages of materials per unit, amount of detail in trainer’s notes, number of illustrations per page, and complexity of rubric, etc.)
- Ensure Quality delivery of Head Teachers Training through downstream partners in 15 districts
- Refresher Training/sessions for master Trainers and head teachers around Leadership (2 days each) in KP and Punjab
- Monitor and evaluate training effectiveness, using pre- and post-assessments and feedback.
- Mentoring visits to support DSP’s, Master Trainers of ILMpact and school leaders in 15 districts to ensure quality delivery of the component
- All training documentation (attendance registers, participant profiles, trainer reports, etc) is completed accurately, kept up-to-date and submitted according to agreed standards and timelines.
- To contribute to specific projects in line with project outcomes and targets and as agreed with ILMpact team (British Council and Muslim Hands ).
- Provide quarterly reports on the ILMpact formatIdentify lessons learnt and challenges and propose mitigation measures.
- Participate in relevant meetings, annual team meetings, administrative meetings / events and training programmes
Delivery Requirements
- Delivery must meet the methodological and language skill needs of the target groups.
- The Expert will work for 5 business days (9 AM to 5 PM), and the standard Muslim Hands HR policies will apply.
- Delivery must meet Muslim Hands and ILMpact standards as defined by the standards, skills and behaviours.
- Monitoring and evaluation procedures are followed as per project requirements and relevant documentation is completed and submitted on time.
- Client satisfaction levels are positive, measured by feedback from client customer satisfaction surveys and focus groups.
- Data Protection and Copyright laws are complied with and, when necessary, copyright permission is obtained and kept on record.
- Complete mandatory safeguarding learning courses and strictly comply with all Muslim Hands policies and procedures of safeguarding.
- The post holder will need to be a Pakistani national or have a legal right to work in Pakistan and will ensure references and background checks as per Muslim Hands Human Resource and Safeguarding policies.
- Selected School Leadership Expert must complete all deliverables
The School Leadership Expert will be expected to maintain high levels of professionalism and conduct. They will be further expected to portray themselves as a role model to DSPs, head teacher/teachers by demonstrating strong work ethics and best practice.
Duration:
Eight month (August 2025 – March 2026. Extendable subject to availibility of funds.

- Punjab: 01 will be based in Lahore, 01 in Multan with frequent travel to all target districts on Punjab
- KPK: 01 based in Peshawar with frequent travel to all target districts in KP while 01 will be placed in Muslim Hands Islamabad office for immediate coordination with British Council team and rest of the team.
Reporting and communication
The School Leadership Expert and its team lead will report directly to the Manager Institutional Partnerships & Development (IDP)- Muslim Hands and Project manager ILMpact at Muslim Hands Head office and provide regular updates on progress and challenges.
Logistical Support Team –MH will be responsible for their field logistic and support.
Requirements- Minimum of 16 years of education (bachelor’s degree required; master’s degree in social sciences preferred).

- Proven track record in conducting training sessions and providing mentoring support.
- Exceptional communication and facilitation skills.
