Call for application-Consultant Interpreters (COA).

Under the general supervision of the Chief of Mission, and under the direct supervision of the COA Coordinator/Facilitator, the Dari/Pashto interpreter is responsible for providing communication between IOM staff members, beneficiaries, and/or selection mission personnel in a common language.

Category B : Tangible and measurable outputs of the work assignment:

  • Support accurate communication in a common language during interviews, pre-departure orientation sessions and other meetings conducted in-person, by telephone, and/or by video conference by providing verbatim (word for word) interpretation services between Urdu, Dari and /or Pashto.
  • Provide interpretation services in the preferred language of the beneficiaries (Dari and/or Pashto) without paraphrasing, summarizing, omitting or adding information; always use the first person (I, me and my) and remain engaged during the interpretation session.
  • Maintain strict confidentiality during interpretation sessions and follow designated program procedures regarding the destruction or maintenance of written notes within the required timeframe (e.g. immediately after each interpretation session).
  • Remain objective, unbiased, impartial and neutral when providing interpretation services. Treat all parties to the conversation with courtesy, dignity and respect, regardless of their age, ethnicity, religion, political opinion, sex characteristics, gender, gender identity, gender expression, sexual orientation, disability or any other factors.
  • Have an appropriate understanding of and sensitivity towards cultural practices and language differences that may exist between the parties to the conversation. Respect the use of proper pronouns that are preferred by the beneficiaries, when applicable.
  • Inform the Canadian Orientation Abroad Coordinator/Facilitator or other IOM staff if you are having difficulty understanding a party to the conversation or if a beneficiary or any other individual offers a bribe, threatens you or tries to influence your interpretation. Immediately inform the Canadian Orientation Abroad Coordinator/Facilitator if you know the beneficiary personally or if you have ever met the individual at any point in the past.
  • Abide by IOM Standards of Conduct (IN/15), Policy and Procedures for Preventing and Responding to Sexual Exploitation and Abuse (IN/234), IOM Data Protection Principles (IN/138), Policy for a Respectful Working Environment (IN/90), and Fraud Awareness and Prevention Guidelines (IN/70).
  • Participate in relevant training sessions on such topics as interpreting for international organizations, respectful terminology and the protection of program beneficiaries, and contribute to terminology lists as requested.
  • Be available to be evaluated on the quality of your interpretation by a third party.

Experience and/or skills required:

  • Experience in Interpretation and/or translation activities in Dari and Pashto.
  • Knowledge of resettlement program implementation and familiarity with IOM's administrative, financial and business rules and practices is desirable.
  • Excellent communication, interpersonal and diplomacy skills;
  • Proven ability to work as part of a team in an international and multicultural environment.

Languages Required:

  • IOM’s official languages are English, French, and Spanish.
  • Fluency in Urdu, Dari and Pashto (Afghan dialect) (oral and written)
  • should be able to travel to session venues in Islamabad as required

Main Responsibilities

Customer intimacy

  • Main interface for technical topics between the customer and DIS/Thales.
  • Acquire a good understanding and technical knowledge of the customer card-related solutions (DIS/Thales and competition’s one).
  • Understand the technical organisation at the customer and advice DIS/Thales on how and where to promote the products and solutions.
  • Design and lead Initiatives that have a strategic impact on the business relationship with customers and selected partners.


Pre-Sales

  • Proactively act to understand customer technical needs and identify potential card-based Solutions in relation with the BPS/DIS/Thales Product Roadmap.
  • Write the preliminary requirements specification for any customer project.
  • Responsible for the technical answers and effort & cost quotes for technical tasks to RFI and RFQ.
  • Lobby and create customer awareness for BPS products and services.


Project Management

  • TC fulfils the “Customer Project Owner” role by default for all projects with the customer.
  • Controls the cost and schedules execution of projects.
  • Involve other teams of BPS/DIS (ie. EMV Consulting team, Perso Teams) on the project definition and planning whenever needed to fulfill the customers’ requirements and coordinate with these teams during implementation (project phase).
  • Management of the Project-related communication with the Customer.
    • Organize Project Kick-Off- and Follow-up Meetings with the Customer
    • Dispatch external Project Reporting
    • Deal project-wise with the changes requested by the Customer
    • Ensure the Project Acceptance
    • Contribute to trigger external billing
  • Leading and Coordinating all parts of the Gemalto organization from the Project launch up to the Customer Delivery.
    • Organize internal Project Meetings
    • Manage, coordinate, motivate and inform all relevant parts of the organization
    • Write a Project Management Plan if required and agreed during Kick-Off
    • Ensure writing and validate the Project Test Plans and Test Results
    • Be responsible for Bug Reporting and Correction
    • Ensure consistent and on-time the issuance of detailed Specifications

  • Creation of Validation Elements in the scope of the Projects (eg. Test cards)


Technical Support

  • Entry point for any kind of technical issues or questions for the customers related to smart cards and/or BPS Products and Services
  • Coordination of fixing issues/bugs which are arising during the usage of BPS Products/Solutions at the Customer with other internal teams, while maintaining the role of single point of contact between the Customer and DIS/Thales.
  • Direct support to customers during the Integration and Test Phase of card based projects with DIS/Thales.
  • Provides Customers with first-hand information about card-related subjects.


Internally

  • Help the sales force to understand what solution already exist in DIS/Thales to improve efficiency in developments and create synergies between account teams
  • Ensure feedback to the product marketing and technical teams on technical features required by the customer to help at the definition of the DIS/Thales products roadmap, in full coordination with the Sales and marketing team.
  • Assist the DIS/Thales sales and marketing forces defining and/or positioning existing or new products (including roadmap presentations at the customer).
  • Provide ad-hoc expert support and/or training to other TCs.
  • Proactively share gained knowledge about technical issues, products and processes within the TC-Team and Community.
  • Proactively reflect currently used processes and tools within the TC-Community and feedback evolution/correction ideas


Qualifications

Education

  • Master’s degree in Computer Science or Engineering.
  • An additional degree in Business or Commercial engineering would be preferred

The Technical Consultant is a customer-oriented role responsible for pre-installation, configuration, and testing of the solutions deployed by Services Delivery. This role involves cross-functional interaction with Engineering and Support.

Job Specification

Qualifications:

  • University degree in engineering, mathematics, computer science, or equivalent experience.
  • Relevant technical experience in Telecommunications, Intelligent Networks, and/or Next Generation Networks.

Technical Knowledge:

  • Sound knowledge in telephony protocols (e.g., TCP/IP, SS7, INAP, CAMEL, MAP, H323, Sigtran).
  • Scripting languages (e.g., Perl, Python).
  • UNIX, especially Solaris.
  • Relational database concepts, especially Oracle.
  • Object-oriented concepts.

For DBA Specialists:

The Technical Consultant is a customer-oriented role responsible for pre-installation, configuration, and testing of the solutions deployed by Services Delivery. This role involves cross-functional interaction with Engineering and Support. Key Responsibilities: Provide technical input to pre-sales activities, including customer workshops. Provide technical expertise on solution delivery fundamentals. Prepare, maintain, and own all relevant activities and deliverables from the Project Delivery Lifecycle for successful customer project delivery (e.g., configuration, implementation planning, test planning, and execution). Plan and execute (onsite and/or offsite) assembly, configuration, and testing of the solution for deployment in the customer's environment. Plan and execute the effective transition of the solution to Support. Assist Support in the resolution of issues in production systems. Support project team staff to meet deadlines and eSG Services Deliveries priorities. Provide input on product and customer-specific functionality, configuration, and usage for training and documentation. Stay updated on the underlying technology and architecture of the product and solutions. Share skills and experience with other groups to establish consistency and improve quality. Identify and assist in resolving key issues and risks. Understand, follow, and improve upon all formally-communicated methodologies, processes, policies, and values. Provide support and encouragement to team members and participate in the up-skilling and training of colleagues. Able to travel as reasonably requested. Qualifications: University degree in engineering, mathematics, computer science, or equivalent experience. Relevant technical experience in Telecommunications, Intelligent Networks, and/or Next Generation Networks. Technical Knowledge: Sound knowledge in telephony protocols (e.g., TCP/IP, SS7, INAP, CAMEL, MAP, H323, Sigtran). Scripting languages (e.g., Perl, Python). UNIX, especially Solaris. Relational database concepts, especially Oracle. Object-oriented concepts. Distributed system technologies. Microsoft Office. For DBA Specialists: Strong knowledge of Oracle-specific and/or generic SQL database concepts. Experience in distributed database management and Cluster environments.
