Position Overview

The Project Director will lead the overall strategy, operations, and performance of NIC Lahore. Key Responsibilities

Strategic Leadership

• Develop and implement the strategic vision and roadmap for NIC Lahore in line with Ignite and MoITT's national innovation goals.
• Lead initiatives that enhance Pakistan's startup and innovation ecosystem.
• Identify and pursue opportunities for program expansion, partnerships, and sustainability.
• Operational & Project Management
• Oversee all operational, financial, and administrative aspects of NIC Lahore.
• Ensure effective planning, execution, monitoring, and evaluation of incubation programs and innovation projects.
• Develop and manage budgets, financial reports, and performance indicators in compliance with project requirements.
• Ensure efficient utilization of resources, staff, and facilities.

Stakeholder Engagement & Partnerships

• Build and maintain strong relationships with government bodies, investors, academia, corporates, and development partners.
• Represent NIC Lahore in national and international forums, conferences, and collaborations.
• Coordinate with Ignite and MoITT for regular updates, reporting, and compliance.

Team Leadership & Culture

• Lead, mentor, and develop a multidisciplinary team of professionals.

Startup & Ecosystem Development

Monitoring & Reporting

• Oversee periodic performance reports, KPIs, and compliance documentation.

Qualifications & Experience

Education

• BS (or higher) in Business Administration, Engineering, Computer Science, Innovation Management, Public Policy, or a related field from an HEC-recognized institution.
• Additional certifications in Project Management (PMP/PMI) or Innovation/Entrepreneurship will be an advantage.

Experience

• Minimum 10–15 years of progressive experience in project management, innovation ecosystem development, or entrepreneurship leadership.
• Proven experience managing large-scale projects, preferably in public-private partnerships, incubation centers, or technology parks.
• Strong track record of stakeholder management and partnership development at senior levels.
• Prior experience in startup incubation, venture funding, or innovation policy is highly desirable.

Role Description

• Develop and oversee the implementation of the hospital's strategic projects portfolio, including new construction, renovations and equipment upgrades.
• Lead cross-functional project teams comprised of clinical, administrative, and technical staff to define project objectives, scope, timelines, and deliverables
• Develop project plans, budgets, and resource allocation strategies to ensure successful project execution and alignment with organizational goals and priorities
• Monitor project progress, identify risks and issues, and implement mitigation strategies to keep projects on track and within budget
• Collaborate with internal stakeholders, external consultants, and vendors to ensure project requirements are met and deliverables are of high quality
• Manage relationships with regulatory agencies, contractors, and construction firms to ensure compliance with building codes, regulations, and safety standards

Qualifications

• Master's in Project Management/ civil Engineering or relevant.
• Minimum 15-16 years of experience in project management, preferably in a healthcare or hospital setting, with a proven track record of successfully leading complex projects from conception to completion
• Experience with Primavera P6 is required for effective project scheduling, planning, and control.
• Strong understanding of project management methodologies, tools, and techniques, with experience in project planning, scheduling, budgeting, and risk management
• Excellent leadership and communication skills, with the ability to inspire and motivate cross-functional teams and drive consensus among diverse stakeholders

1. Incubator Leadership & Strategy

• Provide strategic direction to position NIC Faisalabad as the leading agritech innovation hub in Pakistan.

• 10+ years of relevant leadership experience in startup incubation, SME development, innovation management, or agribusiness.

Terms of Reference of the Project Director (PD)

• The Project Director would have the overall responsibility to deliver the Quetta Safe City Project and strategically oversee the planning, design, development, and implementation of an integrated solution to meet the vision of the Safe City Project.
• He/she would represent the executing agency in all matters relating to the Safe City Project and work closely with consultants and all stakeholders to develop and manage the Safe City Project plan on behalf of the Department.
• From the client perspective, oversee the work of all Safe City Project teams and communicate and report to the overseeing bodies in timely manner.
• Exercise a strong check on time and cost overruns by monitoring the inputs, process, and outputs of the project.
• Ensure that proper procedure for reviewing and responding to the progress reports are established and follow that indicate how, what and when to monitor and evaluate.
• Identify risk based on ground realities and formulate a risk mitigation plan.
